Mix together the sugar, cocoa, milk, salt, anda butter over heat. Bring to a boil, boil for 1 1/2 minutes. Remove from heat and quickly stir in the peanut butter, oatmeal and vanilla, Stir all together thoroughly. Spoon onto wax paper in rounded cookies.
