Preheat oven to 400 degrees F.

Put water, salt, sugar and butter in a saucepan.

Bring to a boil over medium heat, stirring, until butter is completely melted.

Add flour, all at once, stirring constantly.

Lower heat, keep stirring, and cook until dough forms a ball and comes away from sides of pan.

Put mixture into a mixing bowl and let cool for 2-5 minutes.

Add eggs, 1 at a time, beating until each egg is well incorporated before adding next egg.

Grease a large baking sheet or line with parchment paper. Sprinkle flour on greased pan.

Spoon (I use a small cookie scoop)or pipe mixture into small mounds on the pan.

Bake for 30 minutes (more or less, depending on size of puffs).

If they begin to brown too soon, you can turn oven down to 250 degrees F to finish cooking.

Puncture sides of baked puffs with a sharp knife to let steam out.

Cool on rack. May be frozen before filling.
