Combine 1 1/2 cups flour, baking powder, and 1/4 teaspoon salt in mixing bowl. Cut in shortening until mixture resembles meal. Stir in broth until just blended. Place dumplings on a floured counter. Knead until stiff (more flour may need to be added). With broth gently boiling, drop dumplings into leaving room in between for expansion. Cook 8 minutes, uncovered, then cover and cook 7 minutes longer.
